二 | 最新数据显示，我省已发放家电产品以旧换新权益近50万份，汽车以旧换新申报达4万余台。         　　结合我省实际，省财政厅与相关部门共同制定出台了《辽宁省2024年加力支持消费品以旧换新实施方案》和《辽宁省利用超长期特别国债等资金支持消费品以旧换新管理办法》，明确重点支持领域，确定了具体任务和支持标准，按照“资金跟着目标走”的原则合理分配资金。

三 | 同时，省财政厅配合相关行业主管部门研究出台了新能源公交车、汽车、家电产品、家装厨卫等消费品以旧换新配套实施细则，构建“1+N”政策体系，使政策红利快速惠及消费者和经营主体。         　　围绕“两新”任务清单，我省财政部门统筹了超长期特别国债、中央和省相关专项资金等，抓住关键时间节点，足额落实下达了省以上资金35亿元，保障全省消费品以旧换新资金需求。为尽快将补贴资金兑现到位，省财政厅优化审批流程，简化拨付程序，加快资金支出进度。同时，为更大范围、更大力度释放各地消费潜能，省财政厅下达促消费专项资金5000万元，支持各市以“乐购辽宁、惠享美好”为主题，开展百余项重点促消费活动。         　　为保障资金安全，省财政厅及时下发通知，压实各地资金管理的主体责任，明确资金使用“负面清单”，通过线上监控、线下核查等方式，防止资金挤占、挪用；建立“周报”调度机制，加快支出进度，密切跟踪资金实施情况，全过程、全链条、全方位监管。“十一”假期，省直有关部门通过对全省160余家重点商贸流通企业监测发现，家电、家居等消费品销售保持良好态势，汽车销售额同比增长超过30%。                   责任编辑：刘春阳。
